The consultation is open until Friday 16th October 2027. The CEO of Primary QuEST, Stephen Dean, held a parent / carer information session with the Westbury on Severn governors and Anna-Mai Armstrong, head teacher, on Tuesday 22nd September 2026 and slides are available to download from the school website.
Primary QuEST
Primary QuEST was formed on the 1st July 2019. The trust is based in Gloucestershire and currently serves 10 schools in villages in the north of the county.

Primary QuEST Vision

The primary aim of the trust is to deliver sustainable, outstanding educational learning opportunities for all within the trust. In addition, we use the experience and expertise within Primary Quest to work alongside other schools to support improvement. Primary QuEST is a mixed multi-academy trust and therefore can be home to community, voluntary aided, voluntary controlled and foundation schools.

How have the governors reached this decision?
The governors have been meeting with Primary QuEST over the past 12 months. The due diligence completed so far has shown that there are clear advantages to joining an established, primary-focused local trust. School improvement opportunities are being planned for the 2627 academic year and links made with local Primary QuEST schools for staff.
What are the benefits for pupils and parents?
All Primary QuEST schools maintain their unique identities and ethos. There are a variety of additional opportunities provided to the Primary QuEST family of schools. Currently pupils are able to use facilities at the various school sites and benefit from joint school trips, residentials, festivals and competitions and working with subject specific specialists.
Being part of the trust enables schools to have greater economies of scale and opportunities for purchasing power. Additional funding is released due to efficiencies and invested in each individual schools staffing structure. Primary QuEST is a Church of England Trust and therefore will support the school to live out it’s Christian vision.
What are the benefits for staff?
One of the goals of Primary QuEST is to be a local employer of choice. We value the contribution of all staff and ensure they have opportunities to work collaboratively. As a growing trust we will further develop networks that connect colleagues who are working in similar roles, and share expertise between those working in similar contexts. We support staff well-being, which has helped us to recruit and retain our fantastic staff.
Will other schools join Primary QuEST?
Primary QuEST trustees have developed a well-structured growth strategy, which works in local clusters. We are looking to grow the existing cluster in the south-west of the county and develop further clusters across the county. Primary QuEST will strive to be a good home for a growing number of primary schools across Gloucestershire.
What are the next steps?
The Westbury on Severn governors will consider responses to this consultation in October. Following this, we aim to present the schools wishing to join Primary QuEST to the Department for Education by the end of April. Subsequently, we would be able to commence the legal processes needed for the schools to join the trust on the 1st September 2027.
